What do we do?

We are an association of local business owners committed to promoting and strengthening our Midtown community through public engagement. We accomplish this through various means of supporting our member businesses with timely relevant information, marketing, government lobbying, and investment into public infrastructure aimed to give life to our streets and to make our area more accessible and memorable to you, our visitor! We are governed by a Board of Management and initiatives are created and implemented by our Coordinator and Community Manager.

What is a Business Improvement Area?

A BIA is an official geographically-defined association of business and property owners that operate along with the City of Toronto to help strengthen our local economies by promoting local shopping and public engagement. We are partnered with the Toronto Association of Business Improvement Areas (TABIA) and the Ontario Association of Business Improvement Areas (OBIAA) and work to advocate local shopping, small business development, and public engagement for Toronto, the Province, and abroad. Currently there are 83 BIAs in Toronto and over 200 more scattered across the Province of Ontario.

Stephen Lokash | Executive Director

Stephen is passionate about leading strategic initiatives to support local businesses and enhance our neighbourhood’s economic and cultural vitality. With a professional background in retail management, event planning, communications, and stakeholder engagement, Stephen brings a collaborative and creative approach to community building.

Prior to joining the BIA, Stephen worked in constituency and communications roles for Toronto Deputy Mayor Mike Colle, gaining valuable experience in municipal affairs, public service, and community advocacy. This work deepened his understanding of city-building and the importance of strong relationships between local government, residents, and businesses.

Stephen is committed to creating vibrant, inclusive spaces and supporting small businesses through innovative programming, public realm improvements, and engaging events that reflect the unique charm of Mount Pleasant Village. His leadership helps position our neighbourhood as a connected, resilient, and welcoming destination within Toronto’s ever-evolving urban landscape.

Meagan Madill | Special Events

A curator, marketer, producer, entrepreneur and founder of curated by m, Meagan Madill is an experienced event, PR and marketing professional with a broad range of experience. Meagan has worked intimately and collaboratively with locally, nationally and internationally renowned brands, including the Art Gallery of Ontario, Microsoft and BMW, crafting one of a kind experiences and stories that connect to the people that matter most to her clients. With over 13 years of diverse experience Meagan brings a unique and developed perspective on how to create in this new age.

Anji Woodley | Social Media Manager

Anji Woodley is the Social Media Manager for the Mount Pleasant Village BIA and a multidisciplinary Toronto-based artist whose work spans sculpture, painting, textiles, and film. Originally from South Africa, Anji brings a global perspective to both her creative and professional roles. Her artistic practice explores themes of memory, materiality, and transformation, often blending traditional methods with contemporary media to create immersive and emotionally resonant works. In her role with the BIA, Anji combines her creative eye with strategic communication skills to showcase the vibrancy of the Mount Pleasant Village community. She is also known for her large-scale, sensory installations—such as her acclaimed piece featuring naturally dyed fabrics at Artist Project 2025—which invite viewers into tactile, meditative environments. Whether curating digital content or crafting visual experiences, Anji builds connections through thoughtful storytelling and artistic expression, contributing to both Toronto’s cultural landscape and its community-focused initiatives.

Keven Menager | Community Manager

Keven has worked in retail in various capacities for just over 30 years, with BIAs for 20 years, and (overlapping) as a web developer/tech guy for 15 years. Formally, he has earned a B.Comm with a specialty in Retail Operations. He brings with him a drive to help small businesses do more with what they have, expertise & experience from working with 6 other BIAs, and a strong desire to always do better.
